Citizens Forum – The FFA is having a trivia contest coming up and the Clintonville school
district referendum flyer was presented.
Clerks report – Behnke appointed additional poll workers for the next 2-year term as one
previous worker stepped down and we needed an alternate. The transportation funding
resolution was reviewed and approved on a motion by Seefeldt and seconded by Behnke. Clerk
to get it submitted as advised by the WTA. The CDBG account has been closed as the
government funded program is no longer active. On a motion from Seefeldt and seconded by
Huss, the town will be using B&G Associates on a fee basis only and will add to our fee services
that we will collect $250 per account that is resolved per letter from the DOA.
Fire – Bear Creek had no calls and there is no report from Clintonville
Ambulance – Meeting was held on 2/23. They are still short on paramedics and trying to recruit
more. They had 109 calls in January.
Roads – The bridge inspection form from the highway department was discussed and on a
motion from Behnke and seconded by Seefeldt, it was agreed that the bridge inspection will be
completed by the highway department. Form was signed and will be submitted to them by the
clerk. Road inspections take place on April 10 th at 9:00am. Huss reported it was confirmed that
there is no need for DNR approval on the small structure and he will work on getting the grant
paperwork filled out and submitted. An invitation was received from the highway department on
March 30 th for the appreciation dinner. The clerk will send back the RSVP.
Constable – No report
Comp plan/zoning – Behnke was informed of a new house to be built on Hilltop Road. Ryan
Braun presented a summary of the zoning updates at the previous WTA meeting.
BOR training has been completed, and forms are signed and will be submitted to the DOR.
Treasurer – Conversation was had in regard to dog fees. There is a state statute stating that
everyone who owns a dog should be obtaining a license. Sharon recommends that the town
adopts an ordinance for fees. The late fees for this year have been waived if paid on or by
election day, April 7 th on a motion from Seefeldt and seconded by Behnke. Treasurer report was
read and reviewed.

The meeting was called to order at 7:31 P.M. by Chairman Doug Behnke. The opening

Citizens Forum – nothing
Clerks report – Two board members will attend the WTA District Meeting that includes
the BOR training. The WTA county town’s meeting will be next Thursday. The liquor
license request was presented to the board for the Dollar General Store. It was
approved on a motion from Behnke and seconded by Seefeldt. Theresa and her chief
inspector Mary Behnke attended the election training for inspectors that was held in
Wautoma. We found out that GFL switched the recycle pick up to every other week.
After conversation with them, they will leave it as is; the first and third Friday. Theresa is
still working on getting the invoice correct. With the new carts being delivered, there will
be 319 residents getting garbage and recycling services through GFL.
Fire – There were no calls into Bear Creek from either department. Bear Creek did
respond to mutual aid. A letter from Maple Creek was received about the turn out gear
being purchased before receiving final approval from the townships.
Ambulance – Behnke attended the meeting on January 26 th . They summed up the end
of the year report stating there were 4 more calls in 2025 than in 2024 at 1383 total
calls. They are still awaiting the return of ambulance 881. More discussion was had
about purchasing a new ambulance and the cost of it.
Roads – WE was notified about the road weight restrictions. An email was received
about a DOT small structure grant with an application deadline in May. Huss will look
into it for the Symco Rd bridge.
Constable – His brother is still helping him out
Zoning – The county zoning meeting is February 12 th . Huss to attend.

The meeting was called to order at 6:01 P.M. by Chairman Doug Behnke. The opening

Citizens Forum – Behnke mentioned that Barry Bartz is running for the county board
and that there are 4 people running for the 2 positions on the school board. The old hall
chairs were offered to the Lion’s Club. He mentioned that someone was willing to get rid
of the ripped-up chairs. Board members were all in favor of letting him have them.
Clerks Report- Clerk asked board members if she could open a credit card under the
board instead of putting charges on her personal credit card. She mentioned the district
meeting was coming up and was looking for at least one person to go. The board will
decide at the next meeting. Dollar General is still working on getting the paperwork back
for the alcohol license.
Fire – One accident in BC and one mutual aid for Bear Creek Fire and nothing from
Clintonville Fire.
Ambulance – Meeting on December 22 nd . The camera system was replaced. The power
load conversion was installed. They received a $10,900 donation. The CD was
renewed. One paramedic left. They are ahead 5 calls compared to last year.
Roads – Symco bridge inspection was completed. The board was told they needed to
post weight limit signs at 15 tons. Behnke to contact the highway department to get the
signs up. There was a plowing complaint about pushing snow across the road.
Constable – Tom’s brother will be helping out for a little while
Comp planning/Zoning – No updates on zoning. Bobbi’s 2025 report was read.

The meeting was called to order at 7:30 P.M. by Chairman Doug Behnke. The opening

Citizens Forum – Anthony Phillips visited our board and introduced himself as he is running
for Assembly 56. He shared that he is a retired cancer doctor who lives in Grand Chute with
his family. He states getting into politics is a passion for him. Please check out his website

Clerk – Doug appointed the list for poll workers and chief inspectors. The budget was
amended to move $2040 from the local government expense account and put $2030 into the
fire protection expense account and $10 into the insurance expense account. The January
board meeting will be moved to Wednesday, January 7 th at 6 PM.
Fire – No calls from either department into Bear Creek last month.
Ambulance – Monthly meeting held on November 24 th . The board discussed employee
recruitment. They had their Christmas party last week. The power load was installed. Chili
dump fundraiser was last weekend. They also discussed a new ambulance can now take up
to 36 months to come in. More to come.
Roads – Doug does not have any Caution, Children signs. Symco Road bridge inspection
was discussed. The company KBIS sent an email saying that they can do the in-depth
inspection for $3900. The inspection was approved on a motion from Seefeldt and seconded
by Huss. All in favor. Motion carried. Doug presented the invoice that he paid personally to
Northeast Asphalt for his driveway. Stop sign on the corner of Beaver Creek Rd and HWY 22
was fixed. Snow plowing was not done on Lone Oak Rd. ARIP has been submitted for
Blueberry Road from County Road T to Pleasant View Road.
Constable – nothing
Town board received a thank you card from the Animal Sanctuary for the donation.
Comp Plan/Zoning- Letter received with updates.
Treasurer report – read and reviewed. A motion was made by Behnke and seconded by
Seefeldt to open a $20,000 CD for future ambulances or fire trucks. Sharon will find the CD

November 11 th , 2025
The Town of Bear Creek’s Budget Hearing was called to order at 8:15 P.M. by Chairman
Doug Behnke. The opening statement was read by Behnke. Present were Behnke,
Supervisors Darold Seefeldt and Patrick Huss, Clerk Theresa Huss, and Treasurer
Sharon Malueg. The 2026 budget was distributed. Discussion was had about the
reduced levy due to the change in garbage and recycling billing. DOT highway aid is
increasing next year to $117,962. The fire expenditure is higher for the next 6 years d/t
the new fire truck loan for the Bear Creek Fire Department and the expense for turn-out
gear. A loan was taken out at Premier Community Bank to pay the Bear Creek Road
project off so we can apply for the LRIP reimbursement. There is $20,000 debt service
levy for general obligation debt due to the loan as approved by the DOR. Clintonville
Ambulance expense remains the same in 2026. However, there is talk about
replacement of an ambulance and money to be set aside to start saving for that
expense. Behnke motioned to adjourn the budget hearing meeting with no changes at
8:23PM, Huss seconded. Adjourned
The Special Town Meeting of the Electors was called to order at 8:23PM by Chairman
Behnke. Clerk stated the proposed tax levy of $208,803 plus the $20,000 debt service
levy puts the total tax levy at $228,803. This amount was approved by the DOR.

objections. Motion passed. Behnke motioned to adjourn the special town meeting of
electors at 8:25PM.

Clerk’s report – The town hall gutters have been fixed; the chairs have been changed
out and the concrete fix in front of the hall will be fixed next year. There is no need to
amend the budget this month.
Fire – Clintonville had 1 false alarm and Bear Creek had 2 calls last month.
Ambulance – the meeting was on October 27 th . They approved the 2026 budget. They
are applying for a line of credit. Ambulance 881 is still gone. Ambulance 882 went in for
brake repairs. Spaghetti dinner made $1100. Cliff and Sheri are both CPR trained.
Roads – Weight limits are needed to be posted to apply for ARIP grants. LRIP has been
submitted for Elm Dale Rd. ARIP is being filed for Blueberry Rd. Bear Creek Road state
reimbursement funds have been filed for. Sign bids were approved to be completed by
the highway department on a motion from Behnke and seconded by Huss. A resident
requested careful children sign on Mill Creek Road. Doug will look if he has any.

Clerk’s report – Garbage resolution was discussed and approved on a motion from

updated that the town levy does not need to take a gap year. We can add a special
assessment this year that will show up on 2026 tax bills. GFL contract was reviewed
and approved for the 10-year contract on a motion from Behnke and seconded by
Seefeldt. All in favor. Motion carried. The budget workshop meeting is set for Thursday,
October 23 rd at 7:30 PM. The 2025 budget has been amended to move $15,000 from
the fire expenditure account and moved $5,000 to the town hall expenditure account
and $10,000 to the local government expenditure account. Approved on a motion from
Seefeldt, seconded by Behnke. All in favor. Motion carried. The .gov email is set up and
running for the clerk.
Town Hall – Rain gutters on the town hall need to be fixed. Estimates for repairs
needed. The concrete by the front door needs to be fixed. Behnke to look at getting it
done before the end of the year or it will need to be done next year.
Fire Dept – No report. Pat and Doug went to the Clintonville Fire Dept Budget meeting.
Town of Bear Creek will host meeting in October 2026.
Ambulance – Meeting held on Sept. 22 nd . Medical Assistance report was filed with the
state. The parking lot was sealed. They purchased a refurbished power load for 883.
The budget statement reviewed. Ambulance dues for Town of Bear Creek will remain
the same for 2026.
Road – The loan for Bear Creek Road will be signed on Thursday, October 16 th . Road
sign bids are tabled until November meeting so we can get the bid from Waupaca
County. Road grants discussed. Pat is looking at writing an ARIP grant for Blueberry
Road and an LRIP grant for Elm Dale Road.
Constable – nothing to report
Zoning – Fire number for the sheds on Hwy 76 is ordered and one is needed on
Blueberry Road.
DOT HWY aid is $117,961.80 for 2026.
Recycling meeting – Second meeting was completed. Our payment to them for 2026 is
$843.74, to be confirmed by the clerk.
Treasurer report – read and reviewed. The CD will be closed at Bank First and $40,000
will be pulled for the Bear Creek Fire truck and $45,000 will be put into an 8-month CD
at Premier Community Bank. All in favor. Motion carried. Doug, Theresa and Sharon will
sign on the CD.

The Town Board of the Town of Bear Creek, Waupaca County, Wisconsin, by this resolution, adopted by a majority of the town board on a roll call vote with a quorum present and voting and proper notice having been given, resolves and orders as follows:
A special charge will be made to all landowners in the Town of Bear Creek, for garbage and recycling services made under s. 66.0627, Wis. stats.
Charges and costs incurred by the Town of Bear Creek for the above-described special services shall be fully reimbursed and paid by the landowner to the Town of Bear Creek by December 31, 2026. These special services were provided by the Town of Bear Creek
agents in the Town of Town of Bear Creek.
If the full amount of the special charge is not timely paid by December 31, 2026, the unpaid special charge shall be considered delinquent and shall become a lien on the above-noted real property as of the date of delinquency and shall be included in the current or next tax roll for collection and settlement by the Town of Bear Creek under ch. 74, Wis. stats.

Town Hall – Two different types of chairs were presented as possible replacements for
the town hall chairs. Motion to table the selection as board members continue to look at
different options. L&L Propane high volume price ceiling contract agreement was
reviewed and passed on a motion from Seefeldt and seconded by Behnke to sign the
agreement.
Clerk’s Report- Garbage and Recycling conversation was continued regarding
forwarding the charges to the residents instead of paying with the town’s levy. The
board is aware that the current levy received will drop by the garbage charge in 2013
and the town needs to absorb that charge in 2026. In 2027, the costs will be added as a
special assessment to the residents’ tax bill. The loan from Premier Community Bank is
in process and the loan officer is wondering how many years we want to set that loan up
for. The board agreed to a 3-year loan process. Clerk will ask about a line of credit and
if we are able to make bi-weekly payments. The BOR dates were reviewed. Scott to be
at the town hall on September 11 th from 9am-11am to meet with any residents and on
September 18 th 6pm-8pm to conduct the BOR. The new election machines will be
exchanged with the old ones on September 25 th . Theresa, Sharon and Mary Behnke will
be trained on them.
Fire Dept – Clintonville did not have any calls into the Town of Bear Creek. Bear Creek
Fire Dept was called for a ditch fire. Bear Creek Fire Dept meeting was held on Aug.
28 th . The old Bear Creek Fire truck should be listed for sale shortly. Bear Creek Fire
Dept. will be replacing their fire gear; the townships portion is $23,000. The next
meeting will be on March 19 th at 7pm.
Ambulance – Meeting held on August 25 th . There were 68 more calls last month than in
2024. There was talk about replacing the next 2 ambulances that they are looking at a
timeline in late 2026 or 2027.
Roads – Bear Creek Road is now completed. A stop sign has been placed at the
intersection of Bear Creek Road and Beaver Creek Road. The Behm email was
reviewed, and Doug had contacted Bugs to discuss what was to be completed for the
second pass and what caused the bill to higher for the first round. Gravel, grading and
patching need to be completed around the township. It will be completed on a motion
from Huss and seconded by Seefeldt. All in favor.
Constable – Doug checked in with Tom, and he said all has been good.
Comp planning and zoning – nothing to report
WTA meeting last month discussed getting people on the LRIP board, ARIP projects
and money for the culvert project. The next meeting is scheduled for November 13 th .
Sharon and Theresa to attend the fall WTA meeting in Stevens Point. The map of the
town hall parcel was reviewed and noted that 7/10 of an acre is being farmed by
Clinton’s Farm. Doug to discuss with them and get a rental agreement set up. A speed
study was completed by the DOT by the Dollar General Store. The DOT didn’t feel they
needed to adjust the speed limit.

Citizens Forum – Nothing
Clerk’s report – Garbage and recycling update on pricing from 2013 to current. Clerk to
investigate the process to change over the billing process. The assessor, Scott, has
reached out and said he is ready to go for the BOR. The open book will happen on
September 11 th from 9-11AM and the Board of Review will take place at the town hall on
September 18 th from 6PM-8PM. I was contacted by the county to say we will be
receiving new voting machines. More information to come. The Dollar General store is
slated to open on August 27 th . They are aware they can’t have any alcohol on premises
until the liquor license process is completed. The board still has concerns about the
speed limit being too fast around that bend. The loan for Bear Creek Road needs to be
completed. On a motion from Seefeldt and seconded by Behnke, the town will obtain
the loan of $350,000 from Premier Community Bank. The signers will be the same as
our money market and checking accounts at Premier Community Bank. Doug Behnke,
Theresa Huss and Sharon Malueg. All in favor.
Fire – Clintonville had a weather-related call and there were no calls for Bear Creek.
Ambulance – The meeting was held on July 28 th . They were up 22 calls in June and up
67 for the year so far. Ambulance 881 has left for the re-mount. The ambulance and
staff were at farm tech days. It has been updated that only employees can drive the
ambulances. First responders cannot drive them any longer.
Roads – Rohan Dairy Farms are looking to get power to their lift pump station on
Blueberry Road. The WE permit was signed. There was damage to Elm Dale Road.
There was conversation between the frequently traveled landowners and the town, and
the landowners agreed to share the cost of repairs of the road. The Waupaca County
Highway Department sent the 3-year contract. On a motion from Huss and seconded by
Behnke, the highway contract was signed. Two in favor and one abstained. The Behm
ditch mowing bill was reviewed. Elm Dale Road work is due to be fixed next week.
Constable – Chairman Behnke checked in with him, and he said all has been good.
Comp plan – The storage unit discussed in July had their public hearing with the county
last week Thursday.
WTA meeting is at the Waupaca County Hwy Dept on Aug. 21 st .
Mike Robert’s snowplow contract was reviewed and passed on a motion by Huss and
seconded by Behnke to approve a 3-year contract.
Town hall report – the policy for renting the town hall was reviewed. Forms and payment
need to be received before the hall can be rented. It was noted that the hall has been
dirty by a few residents that have rented. It was discussed on how there is no one
cleaning the hall after the clubs that don’t pay rent have used the hall.

Citizens Forum – Nothing
Comp Planning – Johnson property at parcel number 01-11-41-4 wants to move shelter that is
12’6” tall. Pictures were presented to the town board. It was approved on a motion by Behnke
and seconded by Seefeldt to allow the shelter to be moved. Town recommendation form signed
and will be sent back to the county zoning office by the clerk. Lucille Koeller stated she wants to
separate the house from a parcel, making it a total of 4 parcels she owns. The CSM was
approved on a motion from Huss and seconded by Seefeldt
Town Residents – Krebs property is having issues with flooding on their property. They want to
put a second culvert in and clean out the ditch for better drainage but needs to be movable.
Clerk report – Niemos will be pumping out the septic system. Sharon requests that she can get
a computer to use for her treasurer duties. It was approved on a motion from Huss and
seconded by Behnke. The Key box for the town hall was addressed and approved on a motion
from Seefeldt and seconded by Huss when it goes on sale next. FYI the Clintonville Fire Budget
meeting is scheduled for September 4 th at 5:30pm. The Bear Creek annual fire meeting is
August 28 th at 7pm. The garbage contract was reviewed for both GFL and Harter’s. The address
list that was provided by GFL was reviewed. Monthly minutes were requested to be printed and

Fire Department – No report from city of Clintonville. Bear Creek had 3 accidents and 1 house
that flooded.
Ambulance – They had a meeting on June 23 rd . They are looking for a new computer with a
backup system. Station beds were replaced in Marion with the EMT funds. Paramedic Devin is
leaving the department. The Bi-annual DOT inspection is completed. They will be staffing farm
tech days. Cliff started as the new director.
Roads – Elm Dale Road is not completed yet, but Blueberry had been completed. Gravel is
needed in 2 places on Blueberry and Lone Oak Road. Approved on a motion from Huss and
seconded by Behnke. Silver Creek Road was washed out after a storm and needed to be fixed
as soon as possible. The culvert was replaced, and drainage needs to be improved. Shady lane
had gravel placed for potholes. All updates approved on a motion from Behnke and seconded
by Seefeldt. Bear Creek Road starts on July 21 st and the timeline was reviewed. We will need a
loan to cover the costs of the road. Clerk to contact Premier Bank to inquire what needs to be
done to get the loan.

The meeting was called to order at 7:34 P.M. by Chairman Doug Behnke. The opening

Citizens Forum – Nothing
Clerk report – Conversation had about getting a remote key box outside of the town hall so
renters don’t need to go to treasurer’s house to get a key. Conversation is tabled until July’s
meeting. Clerk reported that she is attending a training in Peshtigo on Friday.
Zoning – Blair Sawal is wanting to split a 40 acre parcel into 2 – 20 acre parcels. Motion was
made to approve by Huss and seconded by Seefeldt. Paperwork was signed and given back to
Blair. Mike Behnke is splitting land into 2 parcels. One would be 6.78 acres and the other would
be 40.72 acres. Motion was made to approve the CSM by Huss and seconded by Seefeldt.
Town Hall – It is time to get the septic pumped. Was recommended to schedule with Niemos.
Clerk to call and schedule. Representatives from GFL were at the meeting to discuss with the
board the upcoming contract options for garbage and recycling. They explained that the cost
would be $14.48 per household along with the charge of the tonnage plus a 3% increase
annually. They state the fuel surcharge does not go into effect until the price is over $4.00/gallon
and then they would add the 0.25 surcharge. Chairman Behnke requested they send us a
contract for both 5 and 10 years. They will send to the clerk’s email.
Fire – Clintonville had 2 calls into Bear Creek. One was an accident and the other was a
structure. Bear Creek had 2 calls. One was an accident and the other was a downed power line.
Ambulance – Meeting was May 19 th , but d/t conflict with Town Board meeting, no one was able
to attend.
Roads – Elm Dale Road had some damage to it. Behnke sent an email to the company about
taking care of the damage. Awaiting to hear back from them. A motion was made for repairs by
Huss and seconded by Behnke to get that damage taken care of. Discussion about the
Nicholson culvert was had and it will be tabled until next year. Behm bids were reviewed. There
was a motion made by Seefeldt to approve a 3-year contract and it was seconded by Huss.
Clerk to notify him and get updated contract. Behnke reported that a surveyor was out and the
marks are completed. LRIP bid was reviewed and NE Asphalt will be doing the work on Bear
Creek Road. The representative from NE Asphalt came out to the road to review the project with
the board members, explained how he was going to get rid of the stump and addressed the
culvert. The board members also liked the unit pricing that the rep used for the bid. The bid
pricing came within a couple thousand dollars of each other. Behnke notified the board that
Ullrich Logging Company wants to take wood off Blueberry Road West of Hwy 45. Due to the
scope of work specified in the LRIP project, 2 of the 3 board members felt NE Asphalt was
better. Both bids were w/I a couple thousand dollars of each other.

Comprehensive Planning – Farmland preservation map was approved. All shoreline was
approved.
Liquor Licenses presented to the board for both the Lion’s Club and Outagamie Co-Op Services
for the Bear Creek Citgo. Both approved on a motion from Behnke and seconded by Seefeldt.
Treasurer – the new process for the hall rentals has been implemented. The forms are being

Citizens Forum- Donna here to present the town $1500 donation from their administrative
account as a thank you for allowing them to use the town hall. Mike Behnke is still waiting on the
farmland preservation being completed.
Clerk’s report – Mary Heling has turned in her resignation letter and is stepping down from the
treasurer’s roll. Behnke is appointing Sharon Malueg to be the new treasurer and a motion from
D. Behnke and seconded by Seefeldt Sharon will move forward as the new treasurer. T. Huss
did some research on banks for the Town of Bear Creek. On a motion from Behnke and
seconded from Seefeldt we will be changing banks from First Bank to Premier Bank. The
signers on the account with be D. Behnke, T. Huss and Malueg. T. Huss will get the transfer
started and the three board members will need to go to Premier Bank to sign. We have found a
new person to clean the Hall. Jean will start next week and has agreed to $20.00 per cleaning.
Fire – No report from Clintonville and there were no calls for Bear Creek
Ambulance – Meeting on April 28 th . There are a few new commission members. The director
has resigned, and they hired Cliff Peterson to replace her, and he starts on July 1 st . The next
meeting has been moved to May 19 th due to Memorial Day.
Roads – Behnke, Huss and Hank from the hwy dept met to look at spots that need to be
patched or fixed. On a motion by Behnke and seconded by Seefeldt, the Blueberry Road work
order will be submitted to be completed. The other 2 work orders will be tabled. Huss and D.
Behnke met with Northeast Asphalt for the intersection on Beaver Creek Road and a few other
spots so they can put a bid in for the LRIP project. The county surveyor sent a public land
survey map. The marks on the road need to be marked prior to construction. The contract for
the hwy 3-year agreement has been approved to accept on a motion from Huss and seconded
by Seefeldt.

Comp Plan/Zone – There are a couple new houses going up in our township and also the Dollar
General that plans to open on August 10 th . The zoning office said Mike Behnke does not need a
planning commission meeting. Dan Hansen mentioned this will be his last term on the panning
commission committee.

Citizens Forum – nothing
Roads – Two bids were received for cutting the town ditches. One bid for Midstate Asphalt for a
price of $15,500 and a bid from Behm Farms for a price of $225/hour. It was approved on a
motion from Seefeldt and seconded by Huss to go with Behm Farms for the town’s ditch
mowing. All in favor. Clerk to notify both of the results. Two bids were received for our LRIP
project. Discussion was had with the representatives from MCC and Northeast Asphalt about
the road work on Bear Creek Road. MCC bid at $341,172.23 and Northeast Asphalt $334,512.70
After discussions were completed, there was a motionmade by Seefeldt and seconded by Huss to
go with Northeast Asphalt. Two in favor and oneopposed. The town will be working with Northeast Asphalt
using their unit pricing. The town board discussed the damage that was done by manure trucks. The highway department
estimates it will cost a minimum of $10,000 to fix. This will be addressed in our June meeting.
The Nicholson Road culvert will also be added to the June agenda.

The meeting was called to order at 8:00 P.M. by Chairman Doug Behnke. The opening

Behnke. The agenda was approved on a motion from Seefeldt and seconded by Huss. March’s
meeting minutes were read and approved on a motion by Huss and seconded by D. Behnke.
Citizens Forum- Mike Benke is obtaining 40 acres from family on Walnut and Hwy D and wants
to build a house. He is waiting for the farmland preservation to be completed. D. Behnke will
look into seeing if we need to present in front of the zoning and planning committee.
Clerks Report – There were 324 voters on April 1 st election. It was approved on a motion by D,
Behnke and seconded by Seefeldt that we will only get a .gov email for the clerk at this time.
Currently Cassie is requesting more pay to clean the town hall. It was decided by the board to
leave the pay at $20 per clean. If Cassie does not agree to that pay, the clerk will look into
getting an add put together that can be posted on social media and the town website. Preferred
to be a resident of Bear Creek and greater than 18 years old.
Fire – Neither Bear Creek nor Clintonville Fire had any calls into our township for the month of
March.
Ambulance – Meeting on March 24 th . There were 123 calls in February, which is up by 36 calls
from last year. Rig 881 still has not left to be re-mounted. They received a $5,000 grant from CN
railroad, $50,840 from FAP funding and the article has brought in a total of almost $4,000.
Roads – Road inspections were reviewed. D. Behnke to review with Nick at the HWY dept.
LRIP Bear Creek project was explained and pricing was reviewed on how it was incorrect. It will
be corrected and then P. Huss will get the bid request published in the paper approved on a
motion from D. Behnke and seconded by Seefeldt that we move forward with getting Bear
Creek Road completed. There will be more discussion on the intersection and the need to
replace the culverts. The plan is to open the bids at a special board meeting on May 19 th .
Mowing the ditches discussed and the HWY estimates around $12,000 for 1 pass. The notice
will be placed in the paper for bids and they will be opened at the special board meeting on May
19 th . The culvert inventory was reviewed from the county. The HWY dept sent us a contract to
review and they want a commitment from the town to spend $1500 per mile with a 3-year
contract for years 2026, 2027, and 2028. The board will address at the meeting in May.
Constable - the dog came back a second time, but it found a home.
Zoning/Comp Plan – the farmland preservation is being finalized in May. The planning
commission members that are up for renewal were Dan Hansen, Kelly Hamilton, Doug Behnke
and Barry Bartz. They were all renewed for their terms.

Citizens Forum- nothing.
Clerk Report- Cassie Lorge has expressed interest in cleaning the town hall. She is not
interested in doing the bookings currently. On a motion made 1 st by Behnke and seconded by
Seefeldt, it was approved to offer her $20/cleaning. It was also discussed to collect the full
payment of the security deposit and rental fee up front. Theresa confirmed that we can use the
grant money for everyone’s .gov email addresses. She will verify how it will be written. Elections
are on April 1 st .
Fire – Clintonville had 1 call to Deer Creek Road and HWY 45. Bear Creek responded to a
mutual aid fire call to a barn fire on HWY 22. The new fire truck is in service. The fee schedule
for the truck has changed to 5 years instead of 7 years and has gone up in price to $60,275.11
for 4 years and the last year is $24,993.81. In 2024, Bear Creek had 5 calls and 2 mutual aid
calls. Three calls were cancelled in route. BC FD got a new skid unit and received a grant to
cover most of the cost. At the end of the year the crew will need new turn out gear. It is
estimated to cost $3500 per set. The next meeting is scheduled for August 28th.
Ambulance – The meeting on was on February 24 th . There was an employee change from full-
time to part-time. They had 108 calls in January, which is down 8 calls from last year. They
received a $1,000 grant from The Clintonville Area Foundation. They found out that only 35 feet
behind Clintonville’s garage is owned by CAAS. The rest of the property is owned by Aster.
Town Roads – Behnke received an email about the HWY 45 upgrade. It was reported that the
culverts will be done in late 2026 or early 2027. Behnke received a WI Electric permit to sign for
Dave Rohan. The county will complete the inspection on our bridge. Asphalt seal messaged us
to see if want crack seal completed. We will open our bids at our next meeting for our LRIP
project on Bear Creek Road. There was discussion about the county giving us a bid for mowing
the town ditches but that they will only be able to complete one pass. Road inspection date has
been set for April 11 th at 8:30AM from the town hall.
Constable – there was a stray dog and the owner was found
Comp Plan/Zoning– There is a shed on Blueberry Road that does not have a permit issued.
Mobile home was removed from the old Clintonville Mobile Homes on HWY 45. The county had
a meeting to discuss the changes to the zoning ordinances. The flood plains on the town roads,
the state says that you can’t raise the road one inch higher than it was. There is information on
building regulation changes. The town’s 20-year comprehensive plan is coming up in 2027 to be
updated. Spectrum did not do anything with the southern part of the county. Farmland
preservation update is running behind as they are waiting for all townships to have the
information turned in. They are wanting to get final approval by May 20 th . There is still discussion
regarding the digestor in the southern part of the county. Their plan is to produce liquified
natural gas once they are up and running. Town of Bear Creeks support on the permit for the
digestor has been tabled.
WTA meeting – Seefeldt and P. Huss attended the meeting and reported back. They were both
able to complete the BOR training. There were discussions by the legislature representatives
That there are grants for recycling, that the state would like EMS and Fire to increase their
training, there are public and rural water issues, and the state is trying to get in solar and wind
farms and advised townships to be careful. They recommended that we vote for candidates that
are pro-town.

Citizens Forum- tax payment insert reviewed from Clintonville and discussion was had about
increasing the cost of licensing for both cats and dogs.
Clerk report – We have a potential cleaner for the town hall. Plan to meet with her next month to
review. Sharon Malueg interested in taking over the treasurer roll after elections. Theresa
mentioned that we should transition our emails to .gov emails. The email was approved on a
motion first by Behnke and seconded by Seefeldt. Theresa will look into the grant that is being
offered and bring information back next month. The WTA meeting is next Thursday.
Fire – the new fire truck has arrived in Bear Creek. There was a call on Silver Creek Road and a
mutual aid call into Weyauwega. There was no packet received from Clintonville.
Ambulance – The article that was written by one of the crew members and placed into the paper
has brought in $3572 in donations. They are down 14 calls in 2024 from 2023. Ambulance 881
is due to go Mid-February for the re-mount. There was an accident at TC- Shawano with the
garage door.
Roads – Bryce Mares said he would be willing to do the culvert replacement instead of the city.
Pat will start the bidding process for the LRIP project. The sign on Mill Creek Road blew off.

Comp Plan – Mike Behnke is still looking at building a house. The fire number has been
assigned to the Dollar General store. Theresa explained that the Dollar General needed the
CSM to be signed again.
Zoning – there is a new proposal for zoning changes for 2025. Meeting to be held next week.
The WTA meeting will have BOR training. Pat and Darold will attend the meeting, and Theresa
will get them registered.

Discussion about using online banking but will wait to transition until after elections. Clerk will
call different banks. Will also wait until we have the bank figured out before changing any billing
to electronic payments.
Building inspector – she called Doug and said she will stay on for us as inspector. Clerk to issue
her $2400 retainer fee.
Fire Department – There were no runs into BC. Bear Creek was called to mutual aid for a
garage fire and a car accident on HWY 22. The fire contract was signed and returned from the
village, and the new fire truck has not arrived yet.
Ambulance – Meeting on December 23 rd . Rig 881 is going in for a remount at the end of
January. They changed their vacation/sick policy to read as PTO policy. Grant was received for
$24,000 for technology upgrade and an anonymous donation was also received to cover the
remaining costs of the life arm. Chili dump completed in the beginning of December raised
$578.
Roads – A resident on Symco Road complained of icy roads. Doug received a message that the
culvers on HWY 45 could be completed in 2025 instead of 2026. Nick gave Doug a list of trees
and limbs that need to be cut down. A motion was made and approved by Huss and seconded
by Seefeldt to take care of the items on the list. The Blueberry Road sign needs to be ordered.
Constable – he states nothing has been going on.
Comp Planning – Mother Goose Day Care is wanting to expand, and they need more parking
spaces. Doug received a letter in regards the Town of Lind about the digester they want to put
in.
The WTA meeting was discussed. They are doing the BOR training there again. Need to
determine who wants to go for the training.

Citizens Forum – our treasurer Mary, lost her husband recently and the town board wishes to offer our
condolences to her and her family.
Zoning and Comprehensive Planning - Mark Meyer is presenting his CSM for his dad’s property of 80
acres that he wants to separate out 2.068 acres with the house and the outbuildings into its own parcel
so he can sell. It was approved on a motion made by Huss and seconded by Seefeldt. Kelly Zillmers
contract was reviewed for the Maintenance Assessment Services for the term 1/1/2025-12/31/2027. A
motion was made to approve the contract and approved by Seefeldt and seconded by Behnke.
Clerk report – Huss reported that there were a few checks that took over 3 weeks to get to their
destinations and suggested we look into electronic payments instead of check payments. Behnke
suggested I get a list together of the payments that we can do electronically. There is no update on the
levy increase from the Department of Revenue. Mary H. informed the clerk that she would like to step
down from cleaning the town hall. She offered to keep the bookings but also stated if it was better to
keep the 2 together, that would work as well. The board recommended that the new person be at least
16 years old. They requested Mary make a task list of what she does at the hall for cleaning, what she
purchases for the hall supplies, including cleaning supplies and how long it takes, on average. The
clerk will report back to Mary to get that information for the next meeting. The clerk received TAC bill as
they will now bill mid-year. This bill is for 6 months. Motion made to approve continued membership and
pay for the next 6 months. Approved by Behnke and seconded by Huss to continue with TAC
membership.
Fire – Clintonville had 1 call into Bear Creek and 1 false alarm. Bear Creek had one call. Bear Creek
Fire Department will start carrying CO detectors for any calls they receive in regard to a homeowner’s
CO detector going off so home owners will have peace of mind. Fire truck inspection was completed,
and they found blemishes, they moved some handlebars and added some shelves.
Ambulance – Meeting was held on November 25 th . The new director was announced. There was
discussion about a short-term loan needed to cover expenses. They are working at changing their cell
carrier where they will get the priority to the line when they need it. Larrabee town clerk met with Sheri
about possibly using office space for storage and meetings. Tabled to the next meeting. Chili dump fund
raiser was on December 7 th .
Town Roads – Patching completed on Island Road and Beaver Creek Road. Discussion about payment
for the hwy department.

were 3 false alarm calls for Bear Creek. No information was received from the Clintonville Fire
Department. The Bear Creek Contract was reviewed by the board and a motion was made to
sign the contract as read approved by Huss and seconded by Seefeldt for the year 2025. The
Bear Creek Fire Truck Committee was going to make another inspection on the new fire truck.
Ambulance – Behnke attended the meeting on October 28 th . They needed approval to get snow
plowing completed for the winter and that will be done by Behnke Excavating. A tire on 881 blew
out and needed to be fixed. They approved the proposed budget. They had a spaghetti dinner
fundraiser last weekend and they raised $198 at the fall frenzy. There is still water seeping into
the building. They were able to get someone else to seal the block. There is a need for a cyber
security tech program. They went into closed session to discuss hiring someone for the Director
position.
Roads – The 3 culverts on Bear Creek Road have been completed. Behm’s mowing bill was
discussed. The hwy dept will complete patching on the roads this fall, yet. Bids for LRIP will start
next spring.

Comp Planning – agenda for the WTA meeting discussed as they will be addressing comp
planning.
Zoning – nothing
Treasurer report – read and conversation about having a clerk/treasurer report to read at next
meeting.

Town of Bear Creek Special Board Meeting
Thursday, October 24 th , 2024
This special town board meeting was called to order at 7:30 P.M. by Behnke. Opening
statement was read by Chairman Behnke. Present was Behnke, Supervisors Darold Seefeldt
and Pat Huss, and Clerk Theresa Huss. The agenda was approved on a motion from Seefedt
and seconded by Behnke.
Citizens Forum- nothing
Clerk Report – Need to get the tax flyer insert figured out as the County Treasurer’s office is
looking for it to be completed by the first week of November. Suggestions for information on the
Dog licenses, firework permits, town website, burn permits and town hall rentals be added to the
flyer. Clerk to work with the county to get that completed.
Road work- Discussion about completing 3 culverts prior to winter on Bear Creek Road.
Estimate reviewed and clerk will discuss with the county hwy staff if one of those would be
eligible for the culvert grant. Motion made approved by Huss and seconded by Seefeldt.
Discussion was had about re-doing the culvert on Island Road. That will be tabled until next
years road inspection.
Town levy discussion about the presentation for our elector meeting on October 31 st . The board
wants handouts created to show the past several years expenses, one that shows how much
the 30% increase will affect the tax increase per $100,000 value of a property, a sheet that
explains future expenses with the fire trucks, subsidy’s, ambulance, road work and another
sheet on how the town board has tried to bring money into the town for revenues.

October 13th, 2024
The special town board meeting was called to order at 7:00 P.M. by Behnke. Opening statement was read by Chairman Behnke. Present was Behnke, Supervisors Darold Seefeldt and Pat Huss, Clerk Theresa Huss, and Diane Yatzek. The agenda was approved on a motion from Seefeldt and seconded by Behnke.
Citizens Forum – nothing
Discussion about adopting a resolution to suggest an increase in the levy 30% which is a total of $58,184. Motion was made and approved by Huss and seconded by Seefeldt.
Discussion about adopting a resolution of how long the increase should be. A motion was made for it to be ongoing, and it was approved by Behnke and seconded by Huss.
Date set for a special board meeting to put the presentation together for the elector meeting on Thursday, October 24th at 7:30 P.M. Date set for the elector meeting on October 31st at 7 P.M. on a motion approved by Behnke and seconded by Seefeldt

Town Board Meeting
The meeting was called to order at 7:26 P.M. by Behnke. The agenda was approved on a motion from Seefeldt and seconded by Huss. September’s meeting minutes were read and approved by Huss and seconded by Seefeldt, with corrections (grandparent’s-in-laws).
Citizens Forum – nothing
Solid Waste and Recycle – Doug attended the meeting and received the paperwork of the township charges for 2025 that have gone up in price.
Clerk report – Discussion on the elections for November. Clerk still looking for 1 more person to help on November 5th as the election extra. Flyer for the tax bill needs to be completed if we want to do one. Table to the next meeting.
Fire – no calls for Clintonville into BC and no call for Bear Creek.
Ambulance – they approved $500 for Pigeon River artist to complete a mural. They are working on compliance training. They did flu clinic in September. They had 125 calls in August. 881 is out of the shop and back on the road. Tires were replaced on the second unit.
Roads – Behm is ½ way done with mowing the ditches. The culverts on Blueberry are almost done, they just need to be paved. Ken Baierl gave Doug the contact information for DOT about the speed concerns by the up-and-coming Dollar General store.
Constable – 1 lost dog but he was able to find the owner.
Comp plan/Zoning – Doug asked about the CSM for the Obermeier property, and it is not completed.

June 10th, 2024
The meeting was called to order at 7:00 p.m. by Behnke. Opening statement was read by Chairman Behnke. Present was Behnke, Supervisor Darold Seefeldt, Treasurer Heling, Clerk Huss and Diane Yatzeck. The agenda was approved on a motion from Behnke and seconded by Seefeldt. May’s meeting minutes were read and approved by Seefeldt and seconded by Behnke.
Citizens Forum – Diane Yatzeck stated she was just there to listen.
Clerk Report – Discussion on the website. The motion was made and approved by Behnke and seconded by Seefeldt to use web.com as the Town of Little Wolf does with an approximate fee of $175/year. Clerk to get it set up. Insurance update – still waiting for a bid from Johnson Insurance out of Waupaca. ARPA money updates – All ARPA money has been accounted for and used on the Bell Corner Road. We will need to have a special meeting in September to amend the budget with the money we received from the dump truck accident and then have a town meeting afterwards. The computer program Wis Star for a one-time price of $800 available for the clerk to assist with forms, annual report, etc. was approved on a motion from Seefeldt and seconded by Behnke. Propane for the town hall – Seefeldt to get bids in July. Clerk to present the last year’s payments for reference.
Fire – Per report reviewed by Behnke, Clintonville had no calls into Bear Creek. Supervisor Huss to fill in at the July meeting.
Ambulance – Meeting on May 20th. They had the elections for officers for the city of Marion and Clintonville and everyone elected in were the same as before. The price for the new ambulance should be around $166,284. It averages out to $13.40/person. It will be built in January 2025 and should be ready by April,2025. There were 91 calls in April. They are sending ambulance 881 to be rebuilt.
Roads – Discussion was had on the LRIP and what roads to be done when. Table until the July meeting. Culverts to be replaced in 2025. Discussion of replacing culverts on Blueberry and Pleasant View in July. Behnke to talk to Hank at the Hwy dept. Behm’s mowing bid was approved on a motion from Seefeldt and seconded by Behnke. Clerk to call and confirm the price and ask them to complete mowing for the 1-year contract term. The electrical permit was signed for Jim Rohan.
Constable – No report
Comp Planning – Meeting to happen on July 1st at 6:30 p.m. with Ran and the Panning commission board. Fire number was received for Dave Rohan and new signs are needed for other residents. Behnke to order.
Renew liquor license – motion to approve the OCS and Bear Creek Lions liquor license for the term 7/1/2024-6/30/2025. Motion was made an approved by Behnke and seconded by Seefeldt.
Discussion was had on joining TAC. A motion was made to join for the 2024-2025 term and approved by Behnke and seconded by Seefeldt.
